摘要：地方公共文化服务效能的构成要素与影响机制研究，应当从我国公共文化服务供给中政府主导、市场和社会参与的既有角色定位出发。地方公共文化服务效能是指地方政府在中央政府的授权范围内，立足地方实际，制定适当的公共文化服务目标使命，进而实现目标使命的能力。从效能的构成要素看，地方公共文化服务效能包括目标制定和目标实现两个层面。其中，目标制定反映了地方政府的职能定位，目标实现决定于地方政府治理的实现水平。从效能的影响机制来看，中央授权范围和地方“政府-市场-社会”的力量联动影响地方政府的职能定位；能力限度、合法限度和合理限度的边界范围及匹配状况影响地方政府的实现水平；行政生态影响地方政府的目标制定和目标实现的整体行动环境。本文以山东省和青海省为例，对比分析两省公共文化服务效能的构成要素和影响机制的异同。

Research on the Constituent Elements and Influence Mechanism of Local Public Cultural Services Efficiency

Abstract：To study the compositions and influence mechanism of local public cultural service efficiency，we should start from the orientation of government leading and market and social participation in the supply of public cultural service in China.The paper holds that the efficiency of local public cultural service refers to the ability of local government to set the appropriate target mission of public cultural service and achieve the target mission within the scope of authorization of the central government and based on local realities.From the perspective of compositions ofefficiency，the composition of local public cultural service efficiency involves two aspects：goal setting and goal realization.Among them， the goal setting reflects the function orientation of local government，and the goal realization depends on the governance realization level of local government.From the perspective of the influence mechanism，the central governments authorized scope and the linkage relations of local government，market and society influence the function orientation of the government.The limit of capability，legitimacy and rationality and the matching condition affects the level of government function realization. The administrative ecology affects the overall action environment of the governments goal setting and goal realization.Taking Shandong Province and Qinghai Province as examples，the paper compares and analyzes the similarities and differences in the composition and influencing factors of public cultural service efficiency in the two provinces.
