摘  要：管理信息化系统对企业优化运营、提升企业生产效率具有极大的促进作用。其中基于SaaS模式（软件即服务）的管理软件为很多中小勘察设计企业所青睐。文章通过基于SaaS模式的中小勘察设计企业管理信息化综合解决方案研究，提出相应实现途径，对中小勘察设计企业信息管理平台建设具有较好的指导和参考建议。

Abstract： The management information system plays an important role in optimizing operation and improving production efficiency. Among them， the management software based on SaaS model （software as service） is favored by many small and medium-sized survey and design enterprises. According to the research on the integrated solution to management informatization of small and medium-sized survey and design enterprises based on the SaaS model， this paper puts forward the corresponding ways of implementation， thereby has provided guidance and reference for small and medium-sized survey and design enterprises to construct their information management platforms.

1 中小勘察设计企业信息化特点分析

中小勘察设计企业信息化建设具有以下特点：（1）受到规模、资源限制，在信息化软件、硬件方面，资金投入较少;（2）中小企业一般更希望的是短期内取得显著的效果;（3）对产品的实用性较高、操作容易上手，交互页面和操作程序越直接简单越好;（4）中小企业在选择产品时，不可能投入太多资金来定制开发，因此会提出各种特殊的个性需求，希望能找到恰好符合自身业务需要的产品。（5）相对于大型企业来说，中小企业的变化与改革更加频繁，部门调整、机构分支、迅速扩张等等，这些都需要产品能很快适应变化，随时满足企业发展的需要。

2 中小企业管理信息化需解决的问题

随着市场竞争和企业发展的加速，企业是否拥有高效的决策力，卓越的战略执行力，成为企业获取经营成功的关键因素。每一个企业管理者，都面临着巨大的挑战。作为管理者，常常面对以下困惑：（1）传统绩效考核方式结果失真，难以达到考核目的;（2）企业目标与员工需求难以平衡;（3）企业组织力不强;（4）企业资料信息存储调取困难;（5）企业核心竞争力难以固化[1]。……
