摘要：文章主要介绍创新驱动发展战略的内涵，分析基于创新发展战略实现研究与教学型图书馆职能转变的意义，从资源、技术、人员及读者等方面分析教学型图书馆职能转变引入创新驱动发展战略的要素，最后从利用智能手段整合馆内资源、搭建网络平台服务读者、举办多样活动提高人员素养和实现人机协同优化馆内管理4个层面提出创新驱动发展战略下研究与教学型图书馆职能转变的策略。

Research on Function Transformation of Research and Teaching Libraries under Innovation-driven Development Strategy

Abstract： This article mainly introduced the connotation of innovation-driven development strategy， analyzed the significance of function transforming of research and teaching libraries based on innovation-driven development strategy， and expounded the elements of function transforming of teaching libraries by introducing innovation-driven development strategy from the aspects of resources， technology， personnel and readers. Finally， it proposed the function transformation of research and teaching libraries under the innovation-driven development strategy from the four aspects of using intelligent means to integrate resources in libraries， building an online platform to serve readers， holding various activities to improve personnel literacy， and realizing human-machine collaborative optimization of library management.

基于創新驱动发展战略，在促进研究与教学型图书馆职能转变升级的过程中，需要智能手段、先进技术的支撑，“创新”提供动力支持，使图书馆实现内部结构的优化处理，馆员与技术手段实现契合发展，最大限度地发挥图书馆的作用，使读者的学术素养、专业能力得到进一步提高。

2016年，中共中央、国务院印发了《国家创新驱动发展战略纲要》，强调科技创新是提高社会生产力和综合国力的战略支撑，必须摆在国家发展全局的核心位置^[1]。创新驱动指通过运用创造性的方式、方法来推动某一方面或者某一事物的迅速成长且高质量发展。突出强调了技术创新在社会发展中的影响力和积极作用^[2]。随着时代发展，“创新驱动”从特指经济层面发展到社会的方方面面。……
