摘  要：随着地方标准申报和制定的标准项目逐年增多，标准化行政和行业主管部门需要对大量的标准的申报、送审和报批等材料进行审核，并存有多个版本的标准数据库目录。文章以四川省地方标准制修订管理为例，分析了地方标准制修订管理的要求、现状以及存在的问题，对地方标准制修订管理系统的设计与实现进行系统的阐述。

Abstract： With the increasing number of local standards declaration and standard items formulated， standardizedadministration and industry competent departments need to review a large number of standards declaration， submission for review and approval and other materials， and there are multiple versions of standards database directory. This paper takes the management of the local standard making and revision in Sichuan Province as an example， analyzes the requirements， current situation and existing problems of the management of the local standard making and revision， and systematically expounds the design and implementation of the management system of the local standard making and revision.

1 地方标准制修订管理要求及现状

标准化工作的任务是标准的制定和组织实施，及其监督。《中华人民共和国标准化法》第二章规定了标准的制定要求，为满足地方自然条件、风俗习惯等特殊技术要求，可以制定地方标准[1]，且由省级或经批准的市级标准化行政主管部门制定。并对立项、起草、技术审查和征求意见提出了具体要求。《地方标准管理办法》明确指出，在征求意见阶段，应在设区的市级以上标准化行政主管部门门户网站向社会公开征求意见;在标准发布之日起二十日内在门户网站和标准信息公共服务平台上公布标准目录及文本[2]。

随着互联网、大数据的高速发展，建立地方标准制修订管理系统是实现地方标准信息发布、立项申报、标准起草等标准制修订全过程跟踪的高效管理信息系统，提高工作效率，实现对标准制修订各环节的动态监管，提升标准制修订质量，改变地方标准制修订管理模式[3]。……
