摘  要：安龙县城西污水处理厂在不新征建设用地的基础上进行技术提升改造，采用“MBR+消毒工艺”作为主体工艺将污水处理厂现状的一级B标排放标准提升到一级A标排放标准，为区域社会经济可持续发展创造良好的条件。

Abstract： On the basis of no new construction land， the Chengxi Sewage Treatment Plant in Anlong County carried out technical upgrading and transformation， and adopted "MBR+disinfection process" as the main process to raise the current discharge standard of the sewage treatment plant from the first class B standard to the first class A standard， so as to create good conditions for the sustainable development of regional society and economy.

1 工程概況

安龙县已经建成投入使用的污水处理厂有城东污水处理厂和城西污水处理厂;总设计处理能力为11000m3/d。其中：2006年9月建成的城东污水处理厂设计处理能力为5000m3/d，采用的处理工艺是生物湿地法处理工艺。2010年12月建成的城西污水处理厂设计处理能力为3000m3/d，采用的处理工艺是氧化沟处理工艺。2014年12月建成的城西污水处理厂二期工程设计处理能力为3000m3/d，采用的处理工艺是氧化沟处理工艺。

按照国务院《水污染防治行动计划》（国发【2015】17号）、《省人民政府关于印发贵州省水污染防治行动计划工作方案的通知》（黔府发【2015】39号）、《关于印发贵州省2017年水污染防治年度实施方案的通知》（黔水污防办【2017】2号）等文件要求，为持续改善全省水环境质量，确保顺利完成水污染防治行动各项目标任务，重点湖泊、重点流域水库等敏感区域城镇污水处理设施，2017年底前全面达到一级A排放标准。新标准对安龙县地区的城镇污水处理厂出水提出了较高标准要求，改善安龙县地区周边及下游的水体环境质量，保护安龙县得天独厚的旅游、投资环境，创造健康和谐的生活，安龙县城西污水处理厂提标改造工程的建设已势在必行。……
