摘  要：随着科学技术的高速发展，科技与社会经济的结合日益紧密，违背科研道德的科研不端行为在世界范围内频频发生，科研诚信问题的研究引起了国内外学者的广泛关注。科研人员科研诚信是科研活动正常规范进行的重要保障，构建行之有效的科研人员科研诚信评价模式，是提高科研诚信管理水平的重要手段。文章在对科研诚信评价原则进行分析的基础上，针对科研人员提出了科研诚信“3C”评价模式，构建了科研人员科研诚信评价指标体系，并对评价的具体方法进行了探讨。

Abstract： With the rapid development of science and technology， science and technology are increasingly connected with social economy， and scientific research misconduct against scientific research ethics occurs frequently in the world. The research on scientific research integrity has attracted extensive attention of scholars at home and abroad. Scientific research integrity is an important guarantee for scientific research activities to be carried out normally and normatively. To build an effective evaluation model of scientific research integrity is an important means to improve the management level of scientific research integrity. Based on the analysis of the evaluation principle of scientific research integrity， this paper puts forward the "3C" Evaluation Model of scientific research integrity， constructs the evaluation index system of scientific research integrity， and discusses the specific methods of evaluation.

1 概述

科研誠信是人类一般道德规范在科学技术研究活动中的具体体现，与科学技术事业的特征相关，并随着科学技术事业的发展和科技与社会关心的变迁而不断充实和丰富。科研诚信是一个时代性、世界性的问题，它与当代科学技术研究的生产方式、社会环境、文化价值氛围密不可分。随着科学技术的高速发展，科技与社会经济的结合日益紧密，违背科研道德的科研不端行为在世界范围内频频发生。为了有效应对和解决科研诚信问题，世界各国采取了多种多样的方式，甚至有一定形式的国际联合行动。我国相关政府部门、大学、科研机构等也制定了许多不同层次的标准和指南来规范科研行为。科技部成立科研诚信建设办公室，教育部成立科学技术委员会学风建设委员会等，旨在倡导良好的学术风气，加强学术道德建设，促进和保障学术活动的健康发展。……
