【摘  要】中药产业在健康中国战略中具有独特优势，在健康中国行动中有着巨大发展机遇。基于此，安徽省中药产业需要不断推进转型升级，其自身存在的问题亟待在发展过程中予以解决。在分析中药产业融合相关概念内涵的基础上，论文论述产业融合对中药产业发展升级的重要作用，对安徽中药产业进行融合发展的必要性进行细致分析，针对安徽省中药产业发展中存在的问题，提出安徽中药产业融合发展的现实路径。

【Abstract】The Chinese medicine industry has unique advantages in the healthy China strategy， and has great development opportunity in the healthy China action. Based on this， the traditional Chinese medicine industry in Anhui Province needs to continue to promote the transformation and upgrading， and its own problems need to be solved in the development process. On the basis of analyzing the connotation of the related concepts of the integration of traditional Chinese medicine industry， this paper discusses the important role of industrial integration in the development and upgrading of traditional Chinese medicine industry， and makes a detailed analysis of the necessity of the integration development of Anhui traditional Chinese medicine industry. In view of the problems existing in the development of traditional Chinese medicine industry in Anhui Province， this paper puts forward the realistic path of the integrated development of traditional Chinese medicine industry in Anhui Province.

1 引言

《“健康中国2030”规划纲要》把发展健康产业作为重点工作之一，“推动健康产业转型升级”。党的十九大报告进一步提出要“实施健康中国战略”，发展健康产业。《国务院关于实施健康中国行动的意见》动员全社会落实预防为主方针，实施健康中国行动。《中共中央 国务院关于促进中医药传承创新发展的意见》指出，“大力推动中药质量提升和产业高质量发展”“加强中药材质量控制”“促进中药饮片和中成药质量提升”[1]。

中医治未病优势明显，预防作用独特;中药价廉物美，深受群众喜爱。“治未病”“辨证施治”“以人为本”等中医药思想理念堪称完美地契合了健康中国战略。作为健康产业的重要组成部分，中药产业在健康中国战略中具有得天独厚的优势，在健康中国行动中发展机遇巨大。安徽省应该抓住中医药发展的重要机遇……
