【摘  要】2017年，党的十九大提出了乡村振兴战略，这是我国“三农”工作的国家战略和重大机遇，乡村旅游是推进乡村振兴的重要抓手和有效途径。但我国乡村旅游发展受资金、经营能力、管理经验等多种因素掣肘。基于此，论文提出了建立健全我国乡村旅游PPP模式的法律法规、加强各级政府的PPP项目信息化平台建设、重视乡村旅游的居民参与以及加强我国乡村旅游PPP项目人才培养等建议，以此促进我国乡村旅游发展、落实乡村振兴战略。

【Abstract】In 2017， the 19th Communist Party of China National Congress put forward the strategy of rural revitalization， which is the national strategy and major opportunity for China's "agriculture， rural areas and farmers" work. Rural tourism is an important starting point and effective way to promote rural revitalization. However， the development of rural tourism in China is constrained by many factors， such as capital， operation ability and management experience. Based on this， the paper puts forward some suggestions， such as establishing and perfecting the laws and regulations of rural tourism PPP mode， strengthening the construction of PPP project informatization platform of governments at all levels， attaching importance to the participation of residents in rural tourism， and strengthening the talent training of rural tourism PPP project， so as to promote the development of rural tourism and implement the strategy of rural revitalization.

1 引言

乡村振兴战略是我国“三农”工作的国家战略。自党的十九大报告中明确提出乡村振兴战略以来，“乡村振兴”成为我国相关专家学者热议的话题和研究的焦点。2019年国务院在《关于促进乡村产业振兴的指导意见》中明确指出，乡村产业振兴就要优化乡村旅游业，就要实施乡村旅游精品工程。由此可见，乡村旅游产业发展是助推乡村振兴的重要途径和有效手段。

2 乡村旅游是乡村振兴的内生动力

2.1 乡村旅游与乡村振兴战略

乡村旅游起源于19世纪的欧美地区，被重视并加以研究是在20世纪80年代。国内外学者都从自己研究的视角对乡村旅游进行了不同的解读和诠释，其中，我国学者何景明和李立華将乡村旅游定义为：乡村旅游是指在乡村地区，以具有乡村性的自然和人文客体为旅游吸引物的旅游活动。

乡村振兴战略是2017年习近平总书记在党的十九大上提出的关于我国“三农”工作的重大战略，其内涵包括“产业兴旺、生态宜居、管理有效、乡风文明和生活富裕”。……
