摘要 游仙区太平镇土地托管中心自2014年运行以来，极大地推动了闲置土地资源的开发利用，并对临镇闲置土地的利用产生了积极的影响。随着乡村振兴战略的推广实施，乡村闲置资源流转开发的政策机遇和市场机遇已经来临。基层政府应充分发挥党委政府的作用，尽快建立起集“信息发布、资源交易、经融服务、法制监督”于一体的乡村闲置资源流转服务平台。

Practice and Exploration of Establishing Service Platform for the Transfer of Unused Resources under the Background of Rural Revitalization—A Case of Taiping Town in Youxian District

Abstract Since the Land Trust Center of Taiping Town in Youxian District was operated from 2014，it has greatly promoted the development and utilization of idle land resources and has a positive impact on the land of town next to Taiping.With the promotion and implementation of the rural revitalization strategy， policy opportunities and market opportunities for rural idle resource circulation development have arrived.The grassroots government should give full play to the role of the Party Committee and government， and establish a rural idle resource circulation service platform integrating "information release， resource trading， financial services， and legal supervision" as soon as possible.

十九大报告将乡村振兴作为新时代建设现代化经济体系的重要战略组成部分，2018年中央一号文件指出要“完善农民闲置宅基地和闲置农房政策”[1]，以此为突破口更明确了乡村闲置资源开发利用对于实现乡村振兴战略的重要价值。但目前乡村闲置资源流转过程中仍存有诸多问题，如市场化程度不高，经营规模较小，经营理念落后;缺乏具有公信力的闲置资源信息发布、交易、监管平台，导致乡村闲置资源开发过程中的风险逐渐增多。为尽快提高乡村闲置资源流转的专业化、规模化程度，提升乡村闲置资源流转的市场公信力，扎实推进乡村振兴战略，满足城乡居民对美好生活的向往和追求，建立乡村闲置资源流转服务平台势在必行。

1 游仙区太平镇土地托管中心的实践分析
