摘要：随着我国经济转轨和社会转型，政治体制的发展被提上议事日程并受到国家和社会的广泛关注。城市社区自治作为我国政治体制的基础组成部分对于我国政治的稳定和发展有着重要的意义，城市社区自治所面临的困境自然也会影响到我国政治体制的健康发展。本文从经济、政治、文化的角度对城市社区所面临的困境进行剖析，寻找并确定造成自治困境的主要原因。再以政治制度、国家理念、公民精神的重构作为城市社区自治瓶颈的突破口，构建出一条破解当下困局、实现城市社区居民成熟自治的路径。

Abstracts：With the economic transition and social transformation in our country ， the development of the political system has been put on the agenda and receives extensive attention from the government and society. Urban community autonomy as part of the basis of China's political system has an important significance for China's political stability and development.The dilemma of urban community autonomy is facing now also will naturally affect the healthy development of China's political system. This paper will analyze the difficulties which urban communities autonomy is facing， from the angle of economy， politics， culture，to find and determine the main reason for difficulties in autonomy. Then construct a solution ，which cracks the present dilemma，achieves urban community residents autonomy in mature with the reconstruction of political system， national idea and the spirit of citizenship as a breakthrough for the development of urban community autonomys bottleneck.

隨着改革开放和社会主义现代化建设，我国的城市化建设也随之取得了长足发展。近年来，在我国进行社会结构转型、社会组织重构的情况下，我国的城市社区自治建设虽然取得了一些成果，但是与发达国家相比，仍然处于十分滞后的状况。

在理论层面，我国的城市自区自治还未得到充分的理论探讨，城市社区自治的组织载体及其治理只能也没有得到有效梳理，城市社区自治层面的配套法律制度保障也还远未到位，对城市社区自治的研究具有重要的理论意义和现实意义。但在目前状况下，城市社区作为各种利益的交汇点，作为我国基层民主建设的重要推进手段，对于我国基层政府的职能发挥和基层政权的巩固稳定有重要保障作用，对于我国民众公共精神的形成也具有积极地促进作用。……
