摘  要：本研究建立“资源整合、信息共享”的医养结合养老云服务平台，其功能主要包含综合业务管理、支付结算管理、移动应用、居家养老、社区服务、紧急救助等子系统，整合社区医疗、养老、生活、文体服务中心等实体机构，尝试构建一种规模化、智能化、精细化的“就近就便、生活全覆盖”社区生活服务及组织管理模式，为居民提供开放的、服务一体化和价格亲民化的居家养老服务。

Abstract：In this study，a cloud service platform for medical care combined with elderly care is established，which is “resource integration and information sharing”. Its functions mainly include integrated business management，payment and settlement management，mobile application，home-based elderly care，community service，emergency rescue and other subsystems. It integrates community medical care，elderly care，life，sports service center and other physical institutions，and tries to build a large-scale，intelligent and refined service platform “convenient nearby，full coverage of life” community life service and organization management mode，provide residents with open，service integration and price friendly home-based elderly care services.

0  引  言

健康養老是当今世界最重要的社会问题之一，也是新时代中国特色社会主义背景下制约我国发展的主要社会矛盾之一。“十三五”国家老龄事业发展和养老体系建设规划要求健全以居家为基础、社区为依托、机构为补充、医养相结合的养老服务体系[1]。医养结合养老服务模式区别于传统的单纯为老年人提供基本生活需求的养老服务，是一种更为充实的现代养老模式，即有病治病、无病养老，将养老与医疗相结合，充实养老服务内容，提高养老服务质量[2]。医养结合服务的对象区别于普通养老机构服务于所有老年人，其主要面向患病老人，包括慢性病老人、大病恢复期老人、易复发病老人、残障老人和绝症期老人等。医养结合养老服务模式的特点是整合养老机构与医疗机构两部分的资源[3，4]。

医养结合养老云服务平台将通过运用物联网技术、IT通讯技术、呼叫中心技术及大数据分析技术等手段，建立以客户服务和强大数据处理中心为核心的先进的技术服务平台。……
