摘要 人工影响天气是气象防灾减灾工作的一项重要手段，也是政府为人民群众提供的一项公共服务。随着人工影响天气的作业能力、管理水平和服务效益的不断提高，在防灾减灾、农业公共服务体系建设和水资源安全保障等方面发挥的作用日益明显。与此同时，人工影响天气作业需求多样化，作业工作常态化，安全管理问题日益突出，解决好安全问题是保障人工影响天气工作正常开展的关键。

Brief Analysis on the Key Points of Safety Management for Weather Modification

Abstract Weather modification is an important means of meteorological disaster prevention and mitigation，as well as a public service provided by the government for the people. With the continuous improvement of operation ability，management level and service efficiency for weather modification，it plays an increasingly important role in disaster prevention and mitigation，agricultural public service system construction and water resources security. At the same time，the demand for weather modification is diversified，the work is normalized，and the safety management problem is becoming increasingly prominent. Solving the safety problem is the key to ensure the normal development of weather modification.

近年来，经济社会发展对人工影响天气工作提出了新要求，大力推进科学作业、精准作业、安全作业，全面提升人工影响天气工作质量和效益。作为地市级，主要采用高炮、火箭和地面燃烧炉等作业方式，存在作业量大、作业风险高、人员管理难等诸多不安全问题，因作业引起的人员伤亡和财产损失事故时有发生。德州市积极探索人工影响天气安全工作管理体系，取得了良好的效果。

1 德州市人工影響天气安全管理措施

1.1 管理体制系统化，落实管理责任

积极探索管理创新，强化责任管理，形成政府主导、部门协作、综合监管的管理体制，各县市分别成立和完善了以分管市长、县长为组长的人工影响天气工作领导小组，市、县政府分管负责人为人工影响天气工作安全第一责任人，乡长、镇长为乡镇一级主要责任人，乡镇政府主要负责作业站点、作业人员的安全管理，县气象局负责人工影响天气业务管理，层层签订责任书，进一步落实地方政府的安全管理责任。……
