【摘 要】迈入新世纪，具有中国特色的住宅开发建设正面临一场新的革命。对于房地产开发企业首要的要求是工期短，投资效益好。针对这些情况，必须对项目投资实施全过程有效的成本控制，从组织、技术、经济、合同与信息等方面，挖掘潜力，降低成本，提高投资效益和社会效益。而加强建设工程造价管理，控制和合理确定工程造价，确保工程造价的准确性，是建设工程造价管理的首要任务。

工程管理中的成本控制是全过程、全系统控制的过程，这种控制是动态的，應该是贯穿于项目始终的全过程造价控制，在投资决策、设计、发包、施工以及竣工等任何一个阶段，都应该牢牢地把握投资目标，随时纠正发生的偏差，把建设项目的投资控制在目标范围之内。通过对预、结算进行全面、系统的检查和复核，及时纠正所存在的错误和问题，使之能够更加合理地确定工程造价，达到有效地控制工程造价的目的，是保证项目目标管理实现的重要手段。

【Abstract】The new century ， residential development and construction with Chinese characteristics， is facing a new revolution . The primary requirement for real estate development business is short duration， investment efficiency is good. For these cases， the whole process must be implemented effective cost control on project investment， from the organizational， technical ， economic ， contract terms and other information ， tap potential， reduce costs， improve investment returns and social benefits. And strengthen the construction project cost management， project cost control and reasonably determine to ensure the accuracy of the project cost is the primary task of the construction project cost management .

Project management cost control is the whole process of system-wide process control ， this control is dynamic and always should be run through the whole process of project cost control ， at any stage of the investment decision-making ， design， contracting ， construction and completion ， etc. ， should firmly grasp the investment objectives ， feel free to correct deviations occur ， the investment control of construction projects within the target range. Through the pre- settlement inspection and review of a comprehensive， systematic ， and promptly correct errors and problems that exist ， so that it can determine the project cost more reasonable ， to effectively control the purpose of the project cost is an important guarantee to achieve the project objectives Management means .

1. 前言

（1）工程项目建设的中心任务就是实现项目目标。从根本意义上讲，投资目标的实现才是建设单位经济效益的真正体现。从客观意义上讲，投资目标的实现才是社会效益的真实体现;而工程造价的确定与投资的有效控制是工程建设管理不可缺少的重要组成部分，是实现投资目标的重要手段， 在项目建设管理中有着特殊的地位。随着我国经济体制改革的不断深入，国民经济持续发展，怎样加强工程造价管理，提高项目投资效益？……
