摘 要 乡镇综合文化站的图书馆（室）建设是县域公共图书馆总分馆体系建设的难点。为探索总分馆体系下的街镇图书室（馆）与文化站协调发展的思路，文章以沙湾、洛浦、钟落潭三个文体中心站内图书馆改造案例，分析改造前存在的问题，介绍改造方式及取得的成效，提出街镇图书馆与综合文化站协调发展路径和优化策略。

Abstract The difficulty in the construction of the regional central and branch library system is the construction of the library in the township comprehensive culture station. The purpose of this research is to issue the coordinated development of sub-district library and comprehensive culture station. This paper selects three libraries in Sha Wan， Luo Pu and Zhongluo Tan community cultural centers to analyse the problems and introduce the way of replacements， the technical innovations and achievements. Then it puts forward the coordinated development path and optimization strategy of sub-district public libraries and comprehensive cultural stations.

0 引言

鄉镇综合文化站（以下简称文化站）自“六五”计划以来作为“两馆一站一室”全覆盖的公共文化服务体系的一部分，一直以基层文化站、街镇图书馆的双重身份在基层公共文化服务方面发挥着作用。近年来，“政府在加大基层公共文化设施建设力度的同时，也在全力探索充分保障基层公共文化服务水平的路径。”[1]《中华人民共和国公共图书馆法》从国家立法层面为我国公共图书馆总分馆制在街镇一级图书馆建设指明了方向——将镇（街道） 综合文化站等定位为县级图书馆的分馆或者服务点，纳入公共图书馆体系建设。

那么，如何在综合文化站的框架之内，建设纳入城乡一体化公共图书馆总分馆服务体系的街镇图书馆，最终实现街镇公共图书馆、文化站协调发展，是值得思考的一个问题。文章以沙湾、洛浦、钟落潭三个文体中心站内图书馆专业化改造案例，介绍改造方式、取得的成效，提出街镇图书馆与综合文化站协调发展路径，并提出街镇图书馆与文化站协调发展优化策略，以期为其他地区街镇图书馆与文化站协调发展提供案例参考。……
