摘 要 本文选取世界大学排名前50的大学图书馆战略规划为样本，分析资源建设相关的使命、愿景、未来几年主要的战略目标及其实现路径，发现世界一流大学图书馆资源建设的战略重点在于重视科研数据的采集、保存、传播，强调特色馆藏资源的建设和利用，充实馆藏、推动资源长期保存和数字化，多举措并行增强资源的可存取性，进一步扩大与深化合作交流，制定或调整相关政策以适应环境变化等方面。

Abstract This paper chooses the top 50 university libraries in the world as a sample to analyze the mission， vision， main strategic objectives and realization path of resource construction. It is found that the strategic emphasis of the resource construction of world-class university libraries lies in the collection， preservation and dissemination of scientific research data， the construction and utilization of characteristic library resources， the enrichment of library collection， the promotion of long-term preservation and digitization of resources， the parallel enhancement of the accessibility of resources， the further expansion and deepening of cooperation and exchanges， and the formulation or adjustment of relevant policies to adapt to environmental changes.

大学图书馆战略规划是确定大学图书馆未来使命、愿景、目标、战略及其实施计划的思维过程与框架[1]，可以帮助图书馆高效审视内外环境的变化，向学校和用户阐述自身使命及价值观，传达美好愿景和路径，以应对挑战、掌控未来，获取生存和发展。任何时期，资源建设都是图书馆生存和发展的根基，图书馆的关注点都无法离开资源建设。笔者在2016年对世界一流大学图书馆战略规划的调研中发现，资源建设是图书馆战略目标中最受关注的议题[2-4]。为了了解国外大学图书馆的资源建设工作，本文拟通过对“世界大学学术排名”（Academic Ranking of World Universities，简称ARWU）前50名的大学图书馆的26份战略规划中资源建设相关的使命、愿景及目标和实现路径进行梳理分析，归纳并探究大学图书馆资源建设的新动向，为我国大学图书馆资源建设工作提供些许参考，以使我国高校图书馆在变革转型期间能够较好地规划资源建设。……
