【摘 要】天水始终坚持把精准扶贫、精准脱贫作为最大的政治任务和“一号工程”，坚持“四个到位”精准施策，聚焦“六个精准”创建机制，深入推进“五大扶贫工程”，为精准扶贫精准脱贫工作交出一份精彩亮丽的成绩单。近年来，天水市委、市政府深入学习贯彻落实习近平总书记关于精准扶贫重要论述，深入实施精准扶贫、精准脱贫战略，形成了符合天水实际、具有天水特点的扶贫开发工作新格局。基于此，论文对天水市精准扶贫精准脱贫的实践与探索进行了深入分析。

【Abstract】Tianshui has always insisted on taking targeted poverty alleviation as its greatest political task and "No. 1 Project". Adhering to the "four in place" precise measures， focusing on the "six precise" creation mechanism， and deeply promoting the "five major poverty alleviation projects"， Tianshui has handed over a brilliant report card for targeted poverty alleviation work. In recent years， the Municipal Committee and the Municipal Government of Tianshui have studied and implemented the important exposition of General Secretary Xi Jinping on precise poverty alleviation， carried out the strategy of targeted poverty alleviation in depth， and formed a new pattern of poverty alleviation and development that conforms to the reality of Tianshui and has the characteristics of Tianshui. Based on this， the paper makes an in-depth analysis of the practice and exploration of targeted poverty alleviation in Tianshui City.

1 立足天水实际，确定精准扶贫方略

天水是国家和省列重点扶贫开发地区之一，辖两区五县、113个乡镇、2491个行政村，总人口382万，其中农村人口307万。2011年麦积区、秦安县、甘谷县、武山县、清水县、張家川县六县区被纳入国家六盘山特困片区规划。2012年秦州区作为“插花县”被纳入六盘山特困片区规划。2013年，全市有建档立卡贫困村1034个，贫困人口92.08万，贫困发生率29.92%。2014年减贫24.3万人，年底剩余贫困人口67.78万，贫困发生率22.03%。2015年减贫18万人，年底剩余贫困人口50.49万，贫困发生率16.45%。2016年，全市贫困村达标退出75个，减贫12.71万人，贫困发生率12.31%。2017年减贫12.09万人，年底剩余贫困人口25.69万人，126个贫困村实现整村脱贫。2018年减贫10.65万人，425个贫困村实现脱贫，甘谷、武山两县全县“摘帽”。

天水始终坚持把精准扶贫精准脱贫作为最大的政治任务和“一号工程”，立足天水实际，认真贯彻省委、省政府决策部署，进一步吃透市情农情，厘清工作思路，编制了“1+18”精准扶贫实施方案和“2表+8图”作战方案，细化量化目标任务，明确进度安排。……
