【摘 要】采购管理是物资管理的关键一环，是提升采购效益的重要抓手。论文以“文马、文麻高速公路PPP项目”（路线105公里、总投资额158亿元）总承包层面物资采购为例，围绕集中采购方案优化，从采购策划、制度建设、采购决策、平台运用、供应资源整合等方面阐述了相应的方案，为保障供应、保证质量、降低成本、提升效益提供支持。

【Abstract】Procurement management is a key link in material management and an important starting point to improve the procurement efficiency. Taking the material procurement at the general contracting level of "the PPP project of Wenshan to Maguan and Wenshan to Mali Expressway" （line 105 km and total investment amount of 158 billion Yuan） as an example， focusing on the optimization of the centralized procurement plan， the paper expounds the corresponding plans from the aspects of procurement planning， system construction， procurement decision-making， platform utilization， and supply resources integration， so as to provide support for ensuring supply， guaranteeing quality， reducing costs and improving efficiency.

1 引言

本项目建筑材料具有需求体量大、供应强度高、质量管控严、资金投放多等特性。总承包作为各施工标段的领导部门，如何借助平台优势，统一管理，发挥集采优势，解决以往施工标段在物资采购活动中出现的短板，实现方案优化，流程合规、决策科学、供应有序、质量合格、价格平稳、效益提升目标，具有重要意义。

2 施工标段采购活动现状分析

2.1 采购策划方案较粗放

施工标段在实施采购之前虽然组织了物资采购策划，但往往流于形式，对采购策划的重要性没有深刻認识，未精准把握采购活动的重、难点。具体包括以下几个方面：①哪些工程主材须进行采购策划无法精准甄别;②对供需关系调研不够细致、深入;③组织供应方案不够科学、严谨，无法保障供应的平稳有序;④对某些专用型材料的属性认识不够深入，导致采购效果不理想。

2.2 采购制度建设不够完善

虽建立了物资采购制度，确保了采购活动有章可循，但制度建设的完备性有待提高……
