摘 要：小型水库数量众多、分布广泛，是农村生产、生活和发展的重要基础设施。为确保小型水库功能和社会效益正常稳定发挥，在对小型水库现存主要问题及致因进行归纳分析后，提出侧重从权责明晰、硬件设施完善、落实养护管理制度等方面深化小型水库运行管理改革，确保其功能效益稳定发挥，更好地服务于农村经济社会发展。

Abstract： With a large number and wide distribution， small reservoirs are an important infrastructure for rural production， life and development. In order to ensure the normal and stable functions and social benefits of the small reservoir， after the induction and analysis of the main existing problems and causes of the small reservoir， it is proposed to deepen the reform of operation and management of small reservoirs from the aspects of clear division of rights and responsibilities， improvement of hardware facilities， implementation of maintenance management system， etc.， so as to ensure the stable play of its functional benefits and better serve the economic and social development of rural areas.

农村和农业社会经济发展受水资源时空分布与经济社会不匹配、区域水资源短缺、用水结构不合理等因素制约，以及农村生态环境愈发脆弱已成为新常态，尤其是新农村经济结构的集约化、多样化和规模化，对水资源优化配置与合理利用也提出了更高的要求。农村小型水库占我国水库总数的96%以上，其在地方防汛、农业灌溉、引水发电、城镇供水、精准扶贫和抗旱应急救灾等方面均具有非常重要的作用，发挥非常良好的水资源调配和利用的经济效益。但由于受当时建设标准、施工技术、投资资金以及后期管理理念与养护资金、管护措施落实等问题影响，许多水库从建成投运就存在“带病运行”问题，加上几十年运行缺乏充足的养护财政资金投入和疏于管护，水库功能逐年退化且呈恶化趋势，库区淤积、坝体渗漏、蓄水能力下降等安全隐患严重影响水库安全稳定运行[1]。因此，对农村小型水库运行现状……
