摘 要：现阶段农村各地小型水利工程项目建设具有公共性以及公益性特點，其制度规划设计过程中应当坚持责任制以及平衡管理机制。目前禄丰县农田水利工程项目建设过程中存在着一些制度和组织方面的困境与问题，亟需进行解决。在当前新形势下，应当不断加快农村经济制度改革的不断深化，创新和改进市场经济管理体制，对其运行过程加强严格管控。同时，还要不断加强农田水利建设，加大投入力度，完善服务管理制度，以此来促进本地区的水利工程建设以及农村农业经济快速发展。

Abstract： At the present stage， the construction of small-scale water conservancy projects in rural areas has the characteristics of public and public welfare， and its system planning and design process should adhere to the responsibility system and balanced management mechanism. At present， there are some institutional and organizational difficulties and problems in the construction of farmland and water conservancy projects in Lufeng County， which need to be solved urgently. In the current new situation， we should constantly speed up the deepening of the reform of the rural economic system， innovate and improve the market economic management system， and strengthen strict control over its operation process. At the same time， we should constantly strengthen the construction of irrigation and water conservancy， increase investment and improve the service management system， so as to promote the construction of water conservancy projects in this region and the rapid development of rural agricultural economy.

水利工程是我国国民经济和社会发展的重要物质基础，因此应当不断加快现阶段水利工程项目施工建设以及管理机制改革发展步伐，对体制存在的问题以及弊端等进行全面分析研究，加大改革力度。从目前我们禄丰县小型农村水利工程基础设施建设情况来看，实际建设效果并不理想。尤其是农业税费取消以后，禄丰县原来的运行管理机制几乎丧失作用，而且出现了渠道淤塞以及基础设施崩塌现象，亟需采取有效的针对措施予以防控。

1 禄丰县水利工程建设情况

据统计，2018年底我县已建成中型水库3件，小（一）型水库42件，小（二）型水库194件，小坝塘2106件，小水池（窖）1万余个，0.3立方米/秒以上流量的引水工程23件，固定排灌站490处，总装机9000千瓦，机电井90眼。解决219559万人口和9.7065万头大牲畜的饮水困难问题。……
