摘 要：水利水电工程是国家发展的基础保障，但其建设中也会对生态环境带来一定影响。同时，由于水利水电工程在生产生活用水以及供电过程中占据着至关重要的地位，必须保证水利水电工程建设的安全与质量水平，使国家人民的财产安全得到保障。另外，提升水利水电工程建设安全水平也有助于企业在市场竞争中立足稳根，赢得胜利。为此，文章提出了水利水电工程施工安全管理策略，旨在为水利水电企业以及相关从业者提供借鉴。

Abstract： Water conservancy and hydropower project is the basic guarantee of national development， but its construction will also have a certain impact on the ecological environment. At the same time， because water conservancy and hydropower projects occupy a vital position in the process of production and domestic water consumption and power supply， we must ensure the safety and quality level of water conservancy and hydropower projects construction， so that the property safety of the people of the country can be guaranteed. In addition， improving the construction safety level of water conservancy and hydropower projects is also helpful for enterprises to gain a foothold and win victory in the market competition. For this reason， this paper puts forward the construction safety management strategy of water conservancy and hydropower projects， in order to provide reference for water conservancy and hydropower enterprises and relevant practitioners.

国家针对水利水电工程建设制定并完善了相应的法律政策，试图以此来规范施工现场的安全管理工作，而水利水电企业也结合实际工程、国家和行业发展需求，建立了完善科学的水利水电工程安全管理条例，如：《水利工程建设安全生产管理规定》。实践表明，在法律政策的引导下，水利水电工程施工现场安全管理水平有明显改进，但是存在的问题仍然突出，需要很长一段时间不断完善、改进和优化。为此，本文根据水利水电工程特点，结合水利水电工程实际项目中的安全管理存在的问题，从全方位、多角度提出了施工安全管理的策略。

1 水利水电工程施工特点

1.1 自然因素影响较大

通常情况下，水利水电工程处于比较偏远的丘陵地区、山区以及河谷地带，施工现场环境非常复杂，不可确定因素较多，而且施工周围的地形地貌以及气候条件都会成为施工安全影响因素。……
