【摘 要】为了满足社会日益高涨的学习需求以及践行大学社会教育的职责，普通高校大力发展非学历教育，将“不断为社会发展和经济建设培养多层次、实用型、专业性的人才”作为己任。目前，普通高校非学历教育实施过程中普遍存在对其政策投入不高、对新媒体技术应用不足、项目类型单一等问题。研究从提高非学历办学水平、强化师资队伍建设、加强课程自主研发、加快新媒体技术发展等多种措施入手，打造高校非学历教育的高质量品牌。

【Abstract】In order to meet the growing demands for learning and fulfill the responsibility of social education， college should develop non-degree education and take it as their own responsibility to continuously cultivate multi-level， practical and professional talents for social development and economic construction. At present， there are some problems in the implementation of non-degree education in colleges， such as low investment in policies， insufficient application of new media technology and single project types. Facing these problems， the study starts with improving the level of non-degree education， strengthening the construction of faculty， strengthening the independent research and development of the curriculum， and accelerating the development of new media technology， so as to build a high-quality brand of non-degree education in colleges.

随着知识经济时代的迅猛发展，非学历教育在当今社会的发展中发挥重要作用，《国家中長期教育改革和发展规划纲要（2010-2020 年）》指出：要“更新继续教育观念，加大投入力度，大力发展非学历继续教育，稳步发展学历继续教育。”[1]作为具备丰富资源的普通高校，深入研究非学历在发展中存在的问题及研究对策，对推动整个社会的教育发展有着积极的作用。

1 对普通高校发展非学历教育的认识

实践表明，非学历教育培训具有短、平、快的特点，其教学内容、教学模式与传统的教学有着很大的不同。[2]普通高校举办非学历教育，既要遵循高校的体制与政策，又要兼顾其市场的属性。所以，它需要探索适合其发展的办学规律，从而推动其健康地发展。

1.1 主动适应时代发展的需要

非学历教育因其多样性、灵活性、机动性，可以为学员提供个性化的学习机会，从而使培训对象尽快掌握职业技能、专业知识。……
