〔摘 要〕[目的/意义]高校智库是中国特色的新型智库中比较特殊的一类智库，高校图书馆如何参与高校智库建设是当前比较重要、活跃的问题。[方法/过程]本文运用文献调研法、网站调查法，分析了2017年全球高校智库排行榜上榜的国内外高校智库。[结果/结论]本文分析了榜单上，国外高校智库和图书馆的合作模式，国内高校智库的特点，国内外高校智库的不同及在此基础上阐述了高校智库发展带给高校图书馆的启示。

〔Abstract〕[Purpose/Significance]University affiliated think tank is a special kind of new type of Chinese think tanks.Think Tank is a valuable asset for a country.It is an important and active issue that how to develop university affiliated think tank.[Method/Process]In this paper，2017 global university affiliated think tank list was analyzed using the website survey method and literature research method.[Result/Conclusion]In this paper，cooperation pattern of top university affiliated think tanks and university libraries was analyzed.The features of domestic university affiliated think tanks，and difference between domestic think tanks and foreign think tanks were investigated.The opportunities that the development of the university affiliated think tank brings to the library were also analyzed.

1 研究背景

1.1 智库的定义及内涵

智库，是一个以社会政策、政治策略、经济、军事、科技和文化等问题为主题进行研究并提出建议的机构或组织[1]。2014年2月教育部印发了《中国特色新型高校智库建设推进计划》（以下简称《计划》）[2]。文中提到中国特色的新型智库是非营利研究咨询机构，它的研究对象是战略问题和公共政策，服务宗旨是服务党和政府科学民主依法决策。2015年1月，中共中央办公厅、国务院印发了《关于加强中国特色新型智库建设的意见》（以下简称《意见》）[3]。文中提到“到2020年，统筹推进党政部门、社科院、党校行政学院、高校、军队、科研院所和企业、社会智库协调发展”。

智库可分为，党政军类智库、科研院所类智库、高校智库、社会类智库[4]。本文主要研究对象为高校智库。高校智库和其他智库相比，具有以下特点：1）基础研究实力雄厚、学术水平较高；……
