[摘要] 提高党员干部法治思维和依法办事能力，是推进全面从严治党和加强党的执政能力建设的基本要求，也是依法治国和推进国家治理体系与治理能力现代化建设的基本要求。党员干部法治思维和依法办事能力的高低，直接影响着全面从严治党和依法治国的成效。本文针对当前医药科研院所党员干部法治思维和依法办事能力总体有待进一步提高的现状，具体分析表现和形成原因，并提出相应对策。

[Abstract] Raising the Party members' cadre's legal thinking and ability to handle affairs according to law is the basic requirement for advancing the comprehensive and strict administration of the Party and strengthening the Party's ability to govern， and it is also a basic requirement for governing the country according to law and advancing the modernization of governance systems and governance capabilities. The level of Party-member cadre's legal thinking and ability to handle affairs according to law directly affects the effectiveness of comprehensively governing the Party and ruling the country according to law. This article aims at the status quo of further improvement of the legal thinking of Party members and cadres in the current scientific research institutes and the ability to handle affairs in accordance with the law. The specific analysis of the performance and the reasons for the formation and put forward corresponding countermeasures.

毛澤东同志指出“政治路线确定后，干部就是决定的因素”[1]。党的十八大以来以习近平同志为核心的党中央高度重视干部法治思维和依法办事能力建设，强调“要提高领导干部运用法治思维和法治方式深化改革、推动发展、化解矛盾、维护稳定能力”“提高党员干部法治思维和依法办事能力”[2]。党的十九大报告提出“增强政治领导本领，坚持战略思维、创新思维、辨证思维、法治思维……”“增强依法执政本领，加快形成覆盖党的领导和党的建设各方面的党内法规制度体系”[3]。

3月11日，十三届全国人大一次会议第三次全体会议表决通过了《中华人民共和国宪法修正案》，这是推进国家治理体系和治理能力现代化的重大举措，开启了全面依法治国的新境界。习近平同志在参加重庆代表团审议时强调：法治是各级领导干部知识体系中的基础内容。
