摘要 新型城镇化是我国全面建设小康社会的重要载体，而土地城镇化和人口城镇化是其基础性要素，两者间的相互关系是影响新型城镇化科学健康发展的关键因素。本文阐述了土地城镇化与人口城镇化的内涵，并分析了两者之间的关系及两者发展失调的原因，以期为新型城镇化建设提供借鉴。

Analysis on Relationship Between Land Urbanization and Population Urbanization

Abstract New-type urbanization is the important carrier of building a well-off society in an all-round way，the land urbanization and population urbanization are the basic factors，the relationship between these two urbanization is the key of the healthy development of new-type urbanization.The connotation of the land urbanization and population urbanization were reviewed in this paper，the relationship between these two urbanization and the reasons for the imbalance were analyzed，so as to provide references for the construction of new urbanization.

城镇化过程是人地关系调整的过程，其中农地非农化即土地城镇化，农民市民化即人口城镇化。实现土地城镇化与人口城镇化的协调发展是新型城镇化建设的核心，也是我国城镇化进程中的必然选择和趋势。

1 土地城镇化与人口城镇化的内涵

1.1 城镇化

城镇化也被称为城市化，指一个国家或地区社会生产力发展的同时，以农业为主的农村社会逐渐向以工业和服务业等非农产业为主的城市社会转变。从土地资源学和地理学的角度来看，城镇化主要是指农村建设用地逐渐减少，城镇建设用地日益增加，城镇地域空间不断扩大的过程。从社会学的观点来看，新型城镇化与宏观的经济社会形式联系紧密，主要表现在产业结构转型升级和农民工市民化问题。从城镇化的动力机制来看，以20世纪90年代中期为界，中国的城镇化经历了2个阶段，分别是企业推动阶段和土地推动阶段，可分别称之为“工业城镇化”和“土地城镇化”阶段。……
