摘要 实施乡村振兴战略是以习近平总书记为核心的党中央着眼于有效化解社会主要矛盾、全面建成小康社会、全面建设社会主义现代化强国作出的重大战略决策部署。县域作为做好“三农”工作、解决“三农”问题的第一线，有义务更有责任在总书记提纲挈领的擘画中探索出一条实现乡村振兴的康庄大道，即以“三变”改革为核心的农民富裕之路、以三产融合为方向的农业振兴之路和以“三大革命”为抓手的农村美丽之路。本文分析了乡村振兴战略的重大意义及需解决的突出问题，并阐述了实施乡村振兴战略的初步探索及建议，以期为乡村振兴战略的有效实施提供借鉴。

Theory and Practice Exploration on County Rural Vitalization Strategy：Taking Fengtai County as an Example

Abstract The implementation of rural vitalization strategy is a strategic decision made by the Party Central Committee with General Secretary Xi Jinping as the core，which focuses on effectively resolving major social conflicts，builds a well-off society in an all-round way，and builds an overall socialist modern power.As the front line in agriculture，rural areas and farmers，the county has obligation and responsibility to explore a broad road to realize rural vitalization in the paintings of the General Secretary′s outline.It is a road to well-off farmers with the "three changes" reform as its core，to strong agriculture based on the integration of three industries，and to a beautiful countryside that focuses on three major revolutions.The significance and the outstanding issues to be solved of rural vitalization strategy were analyzed in this paper，the preliminary exploration and suggestion on implementing the rural vitalization strategy were expounded，so as to provide references for the effective implementation of the rural vitalization strategy.

習近平同志于2017年10月18日在党的十九大报告中提出乡村振兴战略，此战略于2018年2月4日写入《党章》，为新时代推进“三农”工作、解决好“三农”问题指明了方向。在当今世界的城市化进程中，农村需要同步振兴，这不仅是我国面临的难题，更是全球普遍存在的难题。随着经济发展水平和生活标准的提高，世界上绝大多数国家都在进行城市扩张，近60年来全球城市人口比例从33%提高到54%，其中以亚非等国家的城市人口增长最为明显。伴随着我国城镇化率从2010年的36%到2016年末的57.4%的快速提升，带来的乡村衰退现象也已不容忽视。乡村衰退是全球共同面临的挑战，无论是欧美等发达国家，还是非洲等落后地区，城乡差距正在逐步扩大，乡村振兴已经成为一个亟待解决的新课题，需要各国依据自身实际不断摸索。……
