摘 要 当今社会矛盾凸显，造成社会不稳定的因素颇多，其中价值观对社会稳定的影响不容忽视。社会公德是价值观的生活化存在，是维护社会关系的行为准则，对“德”的认同和践行可视为社会稳定的重要影响因素。同时，应运时代要求，针对道德失范提出的社会公德治本身也内含了维护社会稳定的目标，在此处彰显了它价值所在。要通过社会公德治理维护社会稳定，可以用科学的内容和合理的方式进行道德教育以培育公民的道德意识，通过不同层面的道德实践活动使得公民道德意识外化为道德行为，并善用大众媒体抑恶扬善形成正确舆论进行引导监督。

Abstract Nowadays， the social contradictions are prominent， and there are many factors contributing to social instability. Among them， the influence of values on social stability cannot be ignored. Social ethics is the living existence of values and is the code of conduct for maintaining social relations. The identification and practice of "virtue" can be regarded as the important influencing factor of social stability. At the same time， in response to the needs of the times， the social morality governance aimed at moral disorder also contains the goal of maintaining social stability， which shows its value here. In order to maintain social stability through social morality governance， moral education can be carried out in scientific content and reasonable way to cultivate citizens' moral consciousness， and the moral consciousness of citizens is transformed into moral behavior through different levels of moral practice， and the public media can be used to guide and supervise the public opinion to form correct public opinion.

十三屆全国人大一次会议第三次全体会议经投票表决，通过了《中华人民共和国宪法修正案》。其中《宪法》第二十四条第二款将“国家提倡爱祖国、爱人民、爱劳动、爱科学、爱社会主义的公德”修改为“国家倡导社会主义核心价值观，提倡爱祖国、爱人民、爱劳动、爱科学、爱社会主义的公德”。此次修正案以法律的形式把价值观对社会公德的引领作用固定下来，与习近平总书记之前提出的“核心价值观，其实就是一种德”相互呼应。可见，公德以社会主义核心价值观为引领，社会主义核心价值观以公德为具体体现。因此以社会主义核心价值观为引领，通过社会公德治理，针对社会公德失范问题解决造成社会不稳定的价值观方面的因素，发挥社会公德治理维护社会稳定的作用，为决胜全面建成小康社会、夺取新时代中国特色社会主义伟大胜利、实现中华民族伟大复兴的中国梦创造条件。……
