摘 要 对巴基斯坦瓜达尔地区基本医疗状况和护理行业基本现状进行调查，分析瓜达尔地区医疗、护理资源稀缺的原因，研究巴基斯坦护理体系，护理教育和护士注册分类的政策和法规，并与国内和国际的相关标准及现状进行对比分析。结果显示该地区护士资源严重匮乏，借此为瓜达尔的护理体系发展和为该地区下一步的医疗援助方向提供参考。

Study on nursing system of Gwadar， Pakistan

ABSTRACT To investigate the basic situation of the medical and nursing system in Gwadar， Pakistan. The cause of the scarcity of local medical and nursing resource in Gwadar was analyzed and the situations of nursing education， nursing care system， nursing registration and classification were studied， which were compared with domestic and international relevant standards and situations. The results obtained showed that there was a serious shortage of nurse resources in this area. These results may provide an important reference for the development of nursing and the next step of medical international assistance in Gewadar.

2017年9月至2018年4月，我们作为第一支派驻巴基斯坦瓜达尔的中国（红十字）援外医疗队成员，在当地工作了7个月。期间深感瓜达尔当地经济欠发达，气候条件恶劣，卫生状况堪忧，医疗条件有限及医护人员紧缺。我们从该国护理注册体系、护士分类、护理学教育、以及瓜达尔地区护理现状等方面，结合实际工作中的部分经验，探讨该国护士紧缺的原因，以期为改善瓜达尔的医护紧缺现状提供依据，让更多前往投资及参加建设的中方人员对当地的现实医护状况有所了解，提前做好相关医疗保障的准备工作，并为下一步的医疗援助规划提供参考。

1 方法

参照WHO发布的每千人护士数的标准，对照我国医疗卫生服务体系规划纲要（2015—2020年）标准，根据巴基斯坦红新月会提供的数据和资料，分析目前巴基斯坦的护理体系建设、千人护士数、千人床位数、巴基斯坦护士培养体制和护士毕业后的就业渠道等现状，比较瓜达尔地区护理资源与国际标准的差异，探讨瓜达尔地区护理人员紧缺的原因[1]。……
