[摘要]从哈尔滨市经济及服务外包发展的实际出发，对哈尔滨市承接“一带一路”沿线国家和地区的服务外包现状和问题进行分析，提出哈尔滨市服务外包产业的发展路径，旨在促进哈尔滨市服务外包产业持续健康发展，助力城市经济发展模式转变及产业结构升级。

Research on Current Situation and Path of Service Outsourcing

in Countries Along “the B&R;” in Harbin

Abstract： Based on the actual development of Harbins economy and service outsourcing industry， this paper makes analysis of status quo and problems of service outsourcing in the countries and regions along the project in Harbin. As a consequence， paper proposes a development path of Harbins service outsourcing industry. In this way，the development of service outsourcing can enhance international service competitiveness and strive for a healthy and rapid development of the service outsourcing industry in Harbin. Whats more ，it can acclerate the transformation of economic development model and optimize the industrial structure in Harbin.

哈尔滨位于远东地区，拥有与俄罗斯、日本和韩国往来的地缘优势，是东北亚的中心腹地，是辐射东北亚诸国、连接亚欧两洲的重要枢纽，在发展离岸服务外包产业上有着一定地缘优势，在“一带一路”倡议的背景下，抓住政策机遇，依托自身装备制造业、医药业和信息技术产业等比较优势，加快发展离岸服务外包，承接以俄罗斯为起点的“一带一路”沿线国家与地区的服务外包业务。

二、研究背景

服务外包产业国际化水平高的特点适应“一带一路”倡议需求，能够通过降低成本、实现资源优化配置等方式深化我国与沿线国家和地区在服务外包领域的长足合作。哈尔滨市是我国重要的老工业基地，也是东北地区面积最大、常住人口最多的城市，在全国经济呈显著上升趋势的同时，东北地区经济发展却陷入泥淖，这与该地区体制和产业结构的僵化息息相关。……
