摘要：本文从对党和国家关于创新创业教育改革的政策分析入手，结合高校开展创新创业教育的原则，在黑龙江工程学院自身实践的基础上，从创新创业教育制度、课程体系、实践平台、师资队伍等方面提出了创新创业教育改革的方法。实践证明，我校对创新创业教育的思考与实践卓有成效，有益于推动创新创业教育的深入开展。

Abstract： This article starts with the policy analysis of the Party and the state on innovation and entrepreneurship education reform， combined with the principle of innovation and entrepreneurship education in colleges and universities， based on the practice of Heilongjiang Institute of Engineering， puts forward the method of innovation and entrepreneurship education reform from the aspects of innovation and entrepreneurship education system， curriculum system， practice platform， teachers team and other aspects. Practice has proved that our school's thinking and practice of innovation and entrepreneurship education is fruitful and beneficial to promote the in-depth development of innovation and entrepreneurship education.

0 引言

随着我国加快经济发展方式转变和产业结构转型升级，我国经济进入新常态，社会对大学生的创新精神和创业能力提出了更高的要求。高等教育作为科技第一生产力、人才第一资源、创新第一驱动力“三个第一”的重要结合点，其承载的期待和价值都空前加大。党和政府高度关注创新创业教育，1999年，国务院就发布了《关于深化教育改革全面推进素质教育的决定》，指出[1]“高等教育要重视培养大学生的创新能力、实践能力和创业精神，普遍提高大学生的人文素养和科学素质”。2015年，李克强总理在《政府工作报告》中提出“大众创业、万众创新”，加强以创新为核心的创业教育；5月，国务院办公厅印发了《关于深化高等学校创新创业教育改革的实施意见》，强调“深化高等学校创新创业教育改革，是国家实施创新驱动发展战略、促进经济提质增效升级的迫切需要，是推进高等教育综合改革、促进高校毕业生更高质量创业就业的重要举措。……
