摘 要：随着城市化进程的不断推进，城市环境不断恶化，不仅威胁着城市居民的身体健康，而且降低了城市生活质量。因此，解决城市环境的污染问题成为当前绝大多数国家所面临的迫在眉睫的问题。基于此，本文首先分析当前常见的环境治理模式的优劣，然后探讨环境治理模式的实施措施，以期为城市的环境治理提供借鉴。

Prospect of the Future Development Model of Urban Environmental Governance and the Exploration of the Implementation Strategy

Abstract： With the continuous progress of urbanization， the urban environment is deteriorating. It not only threatens the health of urban residents， but also reduces the quality of urban life. Therefore， solving the pollution problem of the urban environment has become an urgent problem facing most of the countries. Based on this， this paper first analyzed the advantages and disadvantages of the current common environmental governance model， and then discussed the implementation measures of the environmental governance model， in order to provide reference for the environmental governance of the city.

目前，现代化建设的过程对城市环境的破坏越来越严重。同时，城市本身也是一个巨大的污染源，各类生产活动及人们的日常生活也使得城市环境水平不断下降。在可持续发展观的要求下，治理城市环境成为伴随着城市化建设发展的重要问题，城市化与城市环境治理的协调并进也成为现代化建设的主旋律。最早的城市环境治理可以追溯到20世纪初，发展至今也已积累了较为深厚的经验，常见的城市环境治理模式包括以下几种：环境治理非限制模式、环境工业化治理模式、环境综合防治模式、环境治理可持续发展模式等。我国城市环境治理起步较晚，虽然进行了一系列探究与实践，但仍存在诸多问题，导致城市环境治理效率较低，实际成果不明显等。本文主要对城市环境治理模式进行分析，并探讨环境治理模式的实践措施。

1 城市环境治理模式的分析

1.1 政府直控模式

顾名思义，政府直控模式是指政府作为行政管理部门充分发挥行政管理职权，采取多部门联动，利用行政、执法、工程规划等方法，制约企业或个人的生产生活活动，对城市环境进行直接管理。……
