摘 要：概述我国高校图书馆提供社会服务乃至未成年人阅读服务的情况，总结高校图书馆提供未成年人阅读服务受到管理机制制约、观念制约、资源制约、馆员工作习惯等制约。研究广西科技大学图书馆参与建设未成年人阅读基地突破四方面制约的经验，得出公益性为高校图书馆提供未成年人阅读服务的根本动机、服务方式有创新性为高校图书馆提供未成年人阅读服务的关键点、高校图书馆参与未成年人阅读服务彰显馆员职业素养、高校图书馆员参与未成年人阅读服务收获颇丰等四个特点。

Abstract： This paper summarizes the situation of university libraries in China providing social services， and concludes that the provision of minor reading services in college libraries is restricted by the management mechanism， the concept of constraints， resource constraints， and the librarian's work habits. Study the Guangxi University of Science and Technology Library's participation in the construction of minor reading bases to overcome the four-restricted experience， and concluded that public welfare provides the basic motivation for the provision of minor reading services for university libraries， and innovative service methods to provide underage for university libraries. The key points of human reading service， the university library's participation in the service of minors' reading， the professional quality of librarians， and the university library's participation in the service of minors' reading services have four advantages.

一、概述

1993年呼和浩特市社會读者可以借阅内蒙古大学、内蒙古师范大学等7所高校馆的图书，2001年社会读者可借阅山东聊城大学图书馆的图书[1]。2002年厦门大学图书馆宣布对社会开放。2004年浙江林学院图书馆向当地市民开放[2]。同年宁波大学园区图书馆向大学园区各校师生和宁波市民开放[3]。2005年50多位高校馆馆长签署《图书馆合作与信息资源共享武汉宣言》，提出“大学图书馆的资源应向社会开放”[4]。2007年深圳大学城图书馆面向深圳市民开放。2008年长春市8所高校馆对长春市民开放。2009年上海图书借阅“一卡通”融合了161家高校馆图书资源[2]。2014年统计全国“211工程”与“985工程”高校图书馆，全部都向社会读者免费开放。还有部分高校图书馆对社会开展查收查引、科技查新、文献传递、专题与竞争情报等有偿服务[5-6][7][8]。……
