摘要： 文章以全生命周期为视角，将综合管廊PPP项目操作流程划分为五个阶段，并基于文献调研及典型案例分析，将全生命周期下项目的所有参与主体界定为14类。通过对各阶段涉及的参与主体进行分析，明确了各主体的进入、退出路径。最后对各主体在各阶段承担的角色及发挥的作用进行了分析，为后续研究各主体间关系、提高主体间协同作用打下基础。

Abstract： This paper divides the operation process of utility tunnel PPP project into five stages from the perspective of the whole-life cycle. And based on literature research and typical case analysis， it defines 14 participants in the whole-life cycle. The path of the entry and exit of each subject is clarified through the analysis of the participants in each stage. Finally， this paper analyses the roles and effects played by the participants in different stages， and hopes to lay a foundation for further research on the relationship between the participants and the synergy among them.

0 引言

目前，国家正大力推动综合管廊建设，同时也提倡管廊项目与PPP模式相结合。相较于采用传统模式建设的管廊项目，综合管廊PPP项目参与的主体更加众多，且主体间的关系也更为复杂。众多参与主体拥有一致的目标及良好的合作关系，是促进项目成功的重要因素[1]。因此，为了使项目成功落地，并真正发挥PPP模式N个一相加大于N的优势，有必要对项目各参与主体间的关系进行研究。而只有对项目全生命周期涉及的参与主体进行明确界定后，才能理清彼此之间的关系。若参与主体界定不清，会引起关系混乱，继而导致项目在实际操作中效率低下甚至失败。我国目前尚未有学者对此领域进行深入研究，因此，十分有必要对项目全生命周期内的众多参与主体进行界定，并对其承担的任务及发挥的作用进行分析。
