摘 要 随着重庆自由贸易试验区的挂牌成立，中国自贸区战略布局已基本形成框架，对于重庆这一中西部内陆城市而言，自贸区的成立将带来巨大的机遇和挑战，需要足够的智力支持和人才保障。在此背景下，本文将首先从跨文化沟通能力、专业技术操作能力和创新能力三个方面探讨重庆新形势下新型国际商务人才需求的具体特质，并在此基础上对于重庆培养这种新型国际商务人才提出对策建议。

Reflections on New Talents Cultivation for International

Business against Background of Chongqing Free Trade Zone

Abstract With the establishment of Chongqing free trade zone （FTZ）， China has basically formed its layout for the FTZ strategy. As a western inland city， Chongqing is embracing great opportunities and challenges brought by the establishment of this FTZ， and the success of Chongqing FTZ needs sufficient support from professional talents. Under this background， this paper will first analyze the specific features of the new type of international business talents under Chongqings new situation， from three aspects including the intercultural communication ability， professional operation ability and innovation ability. Then based on the features， we propose suggestions for the cultivation of the new type of international business talents in Chongqing.

0 引言

2017年4月1日，中國（重庆）自由贸易试验区正式挂牌，自此，中国基本形成了以“1+3+7”自贸区为框架、东中西区域协调、陆地海洋统筹的全方位、高水平区域开放新格局，也能为国家实施“一带一路”战略给予重要作用支撑。作为我国中西部地区唯一的直辖市，重庆位于“一带一路”和长江经济带连接之处，也是国家西部大开发的桥头堡，具备极具优势的地理区位，在重庆开展自贸区的试验对于我国对外积极开放和对内大胆布局都有重要的战略意义。这一战略的实现需要足够的各专业人力资源保障。鉴于此，2010年中共中央发布了《国家中长期人才发展规划纲要（2010-2020年）》，这一人才规划明确指出，国际商务人才是我国紧缺型的人才，尤其是高层次的国际商务人才。[1]重庆作为一个内陆城市，在人才的吸引力方面难以与沿海发达城市媲美，更需要培养自己的国际商务人才，为重庆打造内陆开放高地营造良好的智力氛围。……
