摘要：信息化時代，我国现代电子政务迅速发展，政府APP成为政府服务公众的重要渠道，政务便民化的问题日益凸显，社会公众对政府提供优质便民服务的呼声日益高涨。该文研究的目的是探讨我国在新的历史时期下如何适应社会的新需求，解决好阻碍社会发展的问题，更好地提升政府管理的良好形象，运用电子政务技术——政府APP让广大人民群众都能够享受到政府的优质服务，提高生活质量，为促进和谐稳定、祥和幸福的社会作一些贡献。该文主要内容有两部分：一是通过文献回顾法，分析归纳出政府APP的含义、特点、功能、作用和意义，还有建设政府APP的支撑条件、现有问题和解决途径；二是运用博弈论的囚徒困境模型理论来研究分析政府APP便民服务在运行过程中，政府部门与公众的博弈情况，从而得出的结论是：博弈双方都应该选择主动参与、相互配合的决策，才能够在整体上取得最好的效果。也就是政府应该主动提供政府APP便民服务，而公众则应该主动接受政府APP便民服务，这样才能够取得最好的效果、构建和谐幸福的社会。

Study on the Government's APP Public-convenience Service from the Perspective of Game Theory—Based on the Prisoner's Dilemma Game Model

Abstract：In the information age， with China's rapid development of modern electronic government， government APP has become an important channel of government providing public-convenience services. The problem of the convenience of government affairs is becoming more and more prominent， and the publics voice in providing high quality service to the government is growing. The purpose of this study is to discuss our country how to adapt to the new needs of society in the new historical period，to solve the problems hindering the development of the society， to promote the good image of the government management， to use e-government technology -- government APP to make all the people enjoyed the high quality public-convenience services and improved the quality of life， and to make some contributions to promoting a harmonious， stable and happy society. The main contents of this paper include two parts： one is through the methods of literature review， analyze and sum up the the meaning， characteristics， function， role and significance of the government APP ， as well as support conditions， existing problems and solutions of the construction of the government APP ； the two is the theoretical model of prisoner's dilemma game theory is used to study the government APP providing public-convenience services in the running process of the game between the government and the public， and the conclusion is： the game of both sides should actively participate in and cooperate with the decision， to achieve the best effect on the whole. That is to say， government should take the initiative to provide the government APP public-convenience services， while the public should take the initiative to accept the government APP easy-to-people service， so that we can achieve the best results and build a harmonious and happy society.

进入21世纪信息时代以来，电子政务成为政府改革创新的重要內容。现代手机软件的流行，政府APP成为继政府网页、政府微博、政府微信公众号的又一崭新的政府信息传播媒介。随着社会的发展，公众参政议政的意识在不断增长，他们不再满足于只是在政府信息平台上方便快捷地获取信息，还希望在此平台上能够获取更多的便民服务，以解决日常生活中的诸多麻烦事。……
