摘要：结合新型职业农民培育的特点和意义，针对当前农民教育培训存在的针对性不强、积极性不高、效果不明显等问题，提出“锁定对象、系统培训、政策扶持、跟踪指导”的思路，全面推进农民教育培训方式方法转型，由“培训”转向“培育”，突出后续的跟踪服务和政策扶持，针对性、系统性、有效性显著增强。重点在于培育思路的探索，提出了分层培训、产业链式培训、开放式培训等培训方式方法。在培训对象上，重点锁定种养大户、农民合作组织负责人、龙头企业负责人、家庭农场主等新型市场主体。

Abstract： Combining the characteristics and significance of the new professional farmer cultivation，the ideas of “locking objects，system training，policy support，and tracking guidance” was proposed in light of the problems of poor pertinence，low enthusiasm，and insignificant effect in the current education and training of farmers. This will fully promote the transformation of farmers' education and training methods from "training" to "cultivation，" highlighting follow-up tracking services and policy support，and making them more targeted，systematic，and effective. The focus is on the exploration of cultivating ideas，and training methods such as tiered training，industrial chain training，and open training are proposed. In the target of training，the key players in the new market，such as planting and breeding farmers，responsible persons of farmers' cooperative organizations，leaders of leading enterprises，family farmers，etc.，are mainly targeted.

當前，随着信息化、工业化、城镇化的快速推进，农村人口城市化成为不可逆转的趋势。大量农村青壮年劳动力外出，流出农村的不仅仅是农村青壮年劳动力，这一群体最重要的表现是他们作为农村的优质劳动力，他们的外出会极大地引起农村建设所需人才、人力资源缺乏[1]。产业空、年轻人空、住房空、干部空的“四大皆空”现象[2]，使农业现代化成为一句空话。“关键农时缺人手、现代农业缺人才、农业生产缺人力”问题日益突出，未来农村“谁来种地、怎样种地”成为一个重大而紧迫的课题[3]。党的十八大报告明确提出大力培育新型职业农民，加快构建新型农业经营体系，着力解决“谁来种地”“如何种好地”的问题，将新型职业农民培育工作摆在重要位置。为此，本研究结合湖北省实际，研究探讨新型职业农民教育培训工作，为这方面研究提供参考。……
