摘要：综合生态文化的内涵与多元治理理论，梳理了区域生态文明建设的内容与要求，明确政府、企业、公众与科研机构在生态文明建设中的权责关系。据此建立了区域生态文明建设评估指标体系，以期为区域生态文明建设评估提供理论参考，为生态文明建设提供借鉴。

Establishment of the Evaluation Index System for Eco-Civilization Construction in Hanjiang River Basin in Perspectives of Ecological Culture and Multiple Governance

Abstract： Based on the connotation of ecological culture and multiple governance theory，the meaning and requirements of Eco-civilization construction were reviewed，the authority-responsibility relationships in the Eco-civilization construction of government，enterprise，general public and scientific institutions were analyzed. Accordingly，the evaluation index system for regional Eco-civilization construction was established，in order to provide theoretical basis for the evaluation of regional Eco-civilization construction，as well as give a reference for the Eco-civilization construction.

人類社会的发展史是一部浓缩的生态环境兴衰史[1]。尤其是工业化、城市化加速发展后，许多地区片面追求经济发展，忽略了生态环境保护，生态环境日益恶化，人类社会的可持续发展面临巨大挑战。中国在改革开放30多年来，经济社会发展取得瞩目成就的背后，也隐藏着高投入、高消耗、高污染的威胁，资源短缺、耕地破坏、水体污染、PM 2.5等一系列生态环境问题日渐暴露并严重影响着经济社会的可持续发展。生态保护开始引起广泛关注和讨论，生态文明理论应运而生。

党的十七大第一次提出了建设生态文明的思想，党的十八大报告以“大力推进生态文明建设”为主题，系统论述了生态文明建设，生态文明建设与经济建设、政治建设、文化建设、社会建设构成了中国特色社会主义“五位一体”总布局。本研究综合生态文化理论和多元治理理论，明确不同治理主体的责任，构建生态文明建设评估指标体系，以期为汉水流域扎实推进生态文明建设提供政策建议。
