摘 要：为更好地发挥文化科技融合示范基地效能，凸显示范效应，文章提出基地效能审核评估的思想，并构建了指标体系。通过指标的评估对基地自身进行自我纵向比较，评估基地的发展效果与其目标的达成度、目标制定的合适度、条件保障度、运行有效度、各方满意度，以期为基地更好发展提供有益参考。

Research on the Index System of Performance Audit Evaluation of Cultural and Science & Technology Integration Demonstration Base

Abstract： In order to give full play to the effectiveness and highlight the demonstration effect of cultural and science & technology integration demonstration base， the paper put forward the idea of base performance audit evaluation， and constructed the index system. Through the evaluation of the indicators， the self-longitudinal comparison of the base itself was carried out， the development effect of the base and the achievement of the target， the suitability of the target， the condition guarantee， the effectiveness of operation and the satisfaction of all parties were evaluated， so as to provide a useful reference for the better development of the base.

1 研究背景

國家级文化和科技融合示范基地（以下简称“基地”）从2012年开始设立，2012年和2014年共批准34个基地。国家基地管理办公室以及各基地都在不同程度地开展基地相关指标数据的统计和分析评价工作。国家建设了国家级文化科技融合示范基地服务网站，国家层面非常重视基地的建设，先后组织了三届国家级文化和科技融合示范基地负责人高级研修班。2012年第一届在中国人民大学举办，研修主题包括：“文化科技融合的机制与模式”“国际文化科技融合的趋势与规律”“文化科技产业集群发展与基地建设”等[1]。2014年第二届在南京新城科技园召开，研究主题包括：“国家文化科技创新工程进展情况”“文化改革发展有关情况及需要把握的问题”“城镇化进程与文化科技融合创新”“我国文化科技融合发展状况及政策措施”“文化和科技融合发展的新业态和新趋势”“国家级文化和科技融合示范基地发展现状”等[2]。2017年第三届在武汉召开……
