摘要：通过对江苏省农村低保实施现状包括农村低保情况、城乡低保现状对比、地区之间的对比，发现江苏省农村低保制度实施存在不合理现象，并采用扩展线性支出系统模型法对江苏省低保标准进行测算，得出农村最低生活保障标准在不断提高，但现行标准与测算标准相比较低，且有不断扩大的趋势。提出优化低保标准动态调整机制，拓宽筹资渠道，建立多层次、全方位救助体系等对策。

Abstract： Based on the comparison of the present situation of rural subsistence allowances in Jiangsu province，including the situation of rural subsistence allowances，the comparison of urban and rural subsistence allowances and the comparison between regions，it is found that there is unreasonable phenomenon in Jiangsu rural subsistence allowances，and the extended linear expenditure system model method The standard of minimum living guarantee in rural areas is increasing，but the current standard and the standard of measurement are relatively low，and there is a growing trend. Which proposed to optimize the minimum standard dynamic adjustment mechanism，broaden the financing channels，the establishment of multi-level，all-round rescue system and other countermeasures.

最低生活保障制度是一種社会保障制度类型，是指国家对人均收入低于当地最低生活标准的家庭给予一定现金资助，以保证家庭成员最低生活需要的社会保障制度。由于中国城乡二元体制，最低生活保障制度被分为城市最低生活保障和农村最低生活保障两部分。其中，农村最低生活保障（以下简称“低保”）制度是指政府对年人均纯收入低于当地农村居民最低生活保障标准的农村常住居民家庭实行的基本生活救助制度，是实现农村社会稳定、经济发展的最后一道防线。

有关低保标准问题已有大量的研究，但就目前情况而言，城市低保标准的研究多于农村，低保标准测算方法诸多，同时低保标准具有很强的地区差异性。苏南苏中苏北经济社会发展程度不同，农村低保水平存在差距，科学合理的低保标准能够有效激发低保制度的活力，有利于中国全面建成小康社会。……
