摘 要 当前，地方高校向应用型转型是高等教育改革发展趋势，如何培养具有创新创业能力的应用型人才也是重点问题。但地方高校的创新创业教育仍有对创新创业教育认识不足、教学和实践体系不尽完善、学校师资力量薄弱、资源还需进一步整合等问题，应从营造创新创业氛围；校内融合、校企协同，形成教育实践体系；打造双师型教师队伍等三方面考虑对策。

Study on Innovation and Entrepreneurship Education in Local Universities from the Perspective of University Transformation

Abstract At present， the transition from local universities to applicative ones is the trend of higher education reform. How to cultivate applied talents with innovative entrepreneurship is also a key issue. However， the innovation and entrepreneurship education in local colleges and universities still lacks understanding of innovation and entrepreneurship education， imperfect teaching and practice system， weak teachers in schools and further integration of resources， and so on. It should create an atmosphere of innovation and entrepreneurship； Formation of educational practice system； to create double-qualified teachers and other three aspects to consider countermeasures.

黨的十八大提出“创新引领创业、创业带动就业，主动适应经济发展新常态”，对创新创业教育作出了重要部署。国务院发布了《关于深化高等教育创新创业教育改革的实施意见》，教育部也下发了《关于大力推进高等学校创新创业教育和大学生自主创业工作的意见》等文件，为高校切实开展创新创业教育进一步明确了方向，并制定了切实可行的指导意见。

从2014年开始，国务院、教育部等纷纷出台引导高校向应用型转变的相关文件，地方高校转型发展已是目前高等教育发展的共识。部分地方普通本科高校积极向应用型转型，各种高校办学联合体应运而生，比如，“全国应用技术大学（学院）联盟”、“长三角地区应用型本科高校联盟”及“广西应用型本科高校联盟”的成立。地方高校作为区域人才输送的主体，“地方性、应用性”是其与生俱来的特色，在地方经济建设中起着举足轻重的作用。因此，加强和改革创新创业教育，培养具备良好创新创业能力的应用型人才是当前地方高校的重点内容之一。……
