摘 要 小学教育是学龄教育的第一站，小学学校教育的发展程度直接关系到当地的民生问题。科学地评价学校发展状况，是优化与合理分配教育资源的重要依据。本文将借鉴经济学对区域经济统计的经验，结合小学教育发展特点，使用数学统计的方法，对小学教育发展水平进行量化分析。

Evaluation of Primary Education Development Level in

Ethnic Minority Areas of Hubei Province

——Take primary schools in Enshi as an example

Abstract Primary education is the first leg of school-age education. The development of primary school education directly affects the livelihood issues of the local people. Scientific evaluation of the development of the school is an important basis for optimizing and rational distribution of educational resources. Based on the experience of economics in regional economic statistics， combined with the development of primary education， this paper uses mathematical statistics to quantitatively analyze the level of primary education.

教育是有目的、有规律、有计划、有系统地传授知识和规范行为的社会活动。当前我国正处于高速发展的社会主义经济和文化的建设阶段。发展教育对于我国经济、文化的建设与发展具有重要意义。

目前教育发展水平的量化标准，学术界都是借助经济学的理论与数学统计的方法来测算。通过收集各类基础数据，借鉴联合国开发计划署关于人类发展指数的计算方法，将基础数据指数化，然后通过统计学的方法求出每一类数据的总指数。以此指数来代表该项目发展水平状况，最后通过方差、协方差等统计手段，来横向比较此项目在行业内所处地位，以此为依据提出改进意见或制定相关政策。

1 数据指数化

1.1 基础数据的选取

（1）为了评价湖北省民族地区基础教育发展水平的量化标准，需要选取湖北省教育发展高、中、低三个不同程度地区的数据作为参考。结合发展的实际情况，低水平地区数据对于以提升教育發展水平为目的研究来说意义相对较小，所以本次基础数据选择了湖北省教育发展程度较高的一个地区武汉市和湖北省的平均水平作为数据研究对象。……
