【摘 要】论文针对水利水电勘测设计企业的财务战略目标研究，将从企业财务管理概述入手，结合水利水电勘测设计企业财务战略中存在的不足，最后对企业财务战略目标的具体实现途径展开论述。希望此研究能为企业提出合适的财务管理改进建议。

【Abstract】Starting from the summary of enterprise financial management， combined with the deficiencies in the financial strategy of water conservancy and hydropower survey and design enterprises， this paper studies the financial strategic objectives of water conservancy and hydropower survey and design enterprises， and finally discusses the specific ways to achieve financial strategic objectives of enterprises. It is hoped that this study will provide appropriate suggestions for the improvement of financial management for the enterprises.

1 引言

水利水电具有专业性、公益性与传承性，是一项较为复杂的创新性系统工程，与市政、交通等项目相比，水利水电设计公司在协调各方任务、项目设计环节、内部管理等方面具有较高的要求。特别是对于股份制转变过程中的勘测设计企业，财务核算与管理占据着核心地位。相应的，使用的《企业会计制度》也需要向《企业会计准则》进行转换，并涉及到税收、成本归集等一系列问题。基于此，加强水利水电勘测设计企业的财务战略目标研究具有重要意义。

2 水利水电勘测设计企业财务管理概述

水利水电勘测设计企业的任务，除了做好与业主的沟通工作以外，还需要自身做好向管理会计过渡的工作。特别是对于即将上市的水利水电勘测设计企业而言，既要做好上市准备，还要将精力放在为业务提供更好的管理层服务上，并做好最重要的经济核算。水利水电勘测设计股份制转向的目的，就是为了追求市场经济效益，而提出科学的财务管理战略目标，能够为企业的经营状况进行合理的评估，进而为水利水电勘测设计提出有效的价值方案。……
