摘要：“一带一路”是“丝绸之路经济带”和“21世纪海上丝绸之路”的简称，“一带一路”战略促进了我国与周边国家的经济、文化、政治的往来与交流，拉近了我国与周边国家的战略合作关系，为我国和周边国家的共同发展与合作带来了很好的机遇，同时“一带一路”战略也为陕西地区的建设与发展带来了机遇。在“一带一路”战略下，陕西省应该如何有效地做好陈炉古镇建设和发展工作是本文讨论研究的重点。

Abstract： The "Belt and Road" is short for the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road". The "Belt and Road" strategy has promoted economic， cultural and political exchanges between China and its neighboring countries， brought closer strategic and cooperative relations between China and its neighboring countries， and brought great opportunities for common development and cooperation between China and its neighboring countries. At the same time， the "Belt and Road" strategy has also brought opportunities for the construction and development of the Shaanxi region. Under the "Belt and Road" strategy， how Shaanxi Province should effectively do a good job in the construction and development of ancient towns is the focus of this paper.

0  引言

陕西省历史悠久，地理位置优越，有很多的名胜古迹，有很好的文化基础和旅游资源开发潜力。同时，陕西省也是陆上丝绸之路的起点，是连接亚欧大陆古代文明交流之路的起点，具有历史性意义和战略性地位。今天“一带一路”战略的提出，为陕西省的发展带来了机遇，将古代丝绸之路变成了今天具有战略性意义的“一带一路”战略，连接了陕西省与亚欧国家的联系与合作，促进了陕西省的经济、文化、政治交流，在“一带一路”战略下，陕西省应该抓住机遇，牢记历史使命，加大本省的旅游资源开发与经济建设力度，促进陕西省与周边地区和国家的文化、经济和政治交流，进而促进本省的全面协调可持续发展。

1  实施“一带一路”战略对古镇发展和建设的必要性

文化旅游古镇的建设，加快了当地人口城市化进程步伐，吸引来了一大批投资者和旅游者，给当地经济的发展注入了活力，促进了当地经济的繁荣。……
