[摘 要]教育质量是一个控制论黑箱。目前，人们已经借鉴黑箱方法，从输入与输出因素探索了教育质量问题，形成了人才质量观、管理质量观、系统质量观。同时，对教育质量的固有性与赋予性、客观性与主观性、连续性和阶段性、整体性和个体性等特性有了初步认知。尽管人们还不能开启教育质量黑箱，即使其变为白箱，但还是可以从全面认知教育质量特性、合理定位教育质量要求与综合评审教育质量目标等不同视角，借鉴黑箱方法继续探索教育质量问题。

Abstract：Education quality is a cybernetics black box. At present， people have used the black box method to explore the problems of education quality from the factors of input and output， and it has formed the quality view of talent， management quality view and system quality view. Meanwhile， theres a preliminary understanding on the educational characteristics of the inherent nature and the endowment， the objectivity and the subjectivity， the continuity and the stages， the integrity and the individuality. Although it is not possible to open the black box of education quality， namely turns it into a white box， it can continue to explore the problems of education quality from the viewpoint of cognizing the characteristics of education quality， reasonably locating the requirements of education quality and making the comprehensive review on the objective of education quality by using the black box method for reference.

20世紀90年代以来，教育质量从教育界的教育话题拓展为全球共同关注的社会话题，国际组织与各国政府普遍把教育改革聚焦于教育质量问题。1995年，联合国教科文组织明确提出，在高等教育三大危机中，教育质量危机首当其冲。2012年3月10日，在北京召开的联合国教科文组织协会的年会上，该组织驻华代表处的教育官员毕斯塔指出，无论是发达国家还是发展中国家，无论是在国家层面还是在家庭层面，教育质量已经成为社会共同关注的话题[1]。许多发达国家以发布国家发展战略和教育发展规划的形式，把应对教育质量危机上升为国家战略。从21世纪全球趋势来看，各国不仅由注重教育数量向注重教育质量转变，而且比以往任何时候更加关注教育质量。然而，对于什么是教育质量，目前还是一个没有人能说得清楚的问题。……
