摘要： “创新创业教育”是新时期高等教育的重要内涵，好的教育效果将会对人才培养和社会发展释放较大的“红利”。中国高校开展“创新创业教育”大致经历了“配合国家用人制度改革提出‘创业观念、服务建设创新型国家需要强化‘创新能力培养、围绕创新驱动发展战略加强‘双创系统化教育”三个主要阶段，每一次“创新创业教育”的升级都离不开国家战略导向的调整。高校加强“创新创业教育”，需要进一步明确战略定位、培育创新精神、完善教学体系、选优配强师资。

Abstract： "Innovation and Entrepreneurship Education" is an important content of higher education in the new period， which will release a large bonus to talents training and social. "Innovation and Entrepreneurship Education" in colleges and universities of China has experienced three main stages——the national personnel system reform putting forward "Entrepreneurship" concept， strengthening the ability of "Innovation" for building an innovation oriented country， developing "double" system of education with innovation driven development strategy. All in all， "Innovation and Entrepreneurship Education" upgrade is always with national strategic adjustment. In the future， it should focus on the further clear strategic positioning， cultivating the spirit of innovation， and optimizing the teaching system.

0 引言

2016年12月在全国高校思想政治工作会议上，习近平总书记提出，“要鼓励高校学生把汗水洒在艰苦创业的舞台，做成一番事业”，进一步强化了高校对大学生加强创新创业教育工作的重要性。高校开展“创新创业教育”最为成熟的系统是在美国，较为代表性的有“世界理工大学之最”的麻省理工大学、“硅谷心脏”斯坦福大学和创新创业教育典范的百森商学院等，美国高校创新创业教育的深入推进也为美国的持续发展释放了较大的“红利”。中国高校开展“创新创业教育”相对起步较晚，基于“国家用人制度改革”而生、服务“建设创新型国家需要”而深化发展、围绕“创新驱动发展战略”而形成“系统化的‘双创教育”，总体而言，中国高校“创新创业教育”的兴起与实施和国家战略的发展密不可分。厘清中国高校“创新创业教育”的源起与发展，对于掌握“创业创业教育”规律与内涵，有着十分重要的意义。……
