摘要： 核电项目前期工程是指一个核电项目决策阶段工作的集合。在此阶段，核电项目公司需要考虑所有在安全上可能影响厂址适宜性的厂址特征，需要考虑对厂址影响的极端外部事件，需要开展大量的观测、分析及研究工作。随着沿海优质厂址的减少，对于寻找新的核电厂址提出了更高的要求。由核电项目公司委托设计院作为项目决策阶段的技术服务总承包方承担核电项目技术研究工作，越来越成为一种理性的选择。文章从总承包模式的意义、总承包实施管理两个方面进行了阐述，核电项目前期工程咨询总承包模式是咨询专业化的又一选择。

Abstract： The prophase project of nuclear power project is a collection of decision-making work of a nuclear power project. At this stage， the nuclear power item company needs to consider all possible features of the site impacting the site suitability in security， need to consider extreme external events on site effect， need to carry out a large number of observations， analysis and research work. With the reduction of high-quality coastal sites， higher requirements have been put forward for finding new sites for nuclear power plants. That the nuclear power item company commissiones the design institute as technical services contractor for the nuclear power project technology research work in the project decision-making stage， has become a rational choice. This paper expounds the significance of the general contracting model and its implementation and management. The general contract mode of the prophase project consultation of the nuclear power project is another option of the consulting profession.

0 引言

核电前期，一般是指一个核电项目的决策阶段，这个阶段的主要任务是通过投资机会分析、选址分析或厂址评价、初步可行性研究和可行性研究（对于核电项目工程，包括评价拟建电厂的类型、规模和安全要求等），从市场预测、技术和经济的角度，对建设该项目的必要性、可行性进行科学的论证和多方案的比较[1]。

核电项目前期工作的责任主体是项目公司，其任务是寻找适当的核电厂址，选定技术方案，做好投资分析，确定项目质量进度和成本目标，制定项目规划，完成政府各有关部门的审批手续，最终完成项目核准。

在市场经济体制和现代企业制度下[2]，按照“谁投资、谁决策、谁收益、谁承担风险”的原则，我国落实了企业投资的自主权，核电项目的投资变为由核电项目业主自主筹资、自主投资、自主申报，最终由国务院进行核准[3]。……
