摘要：随着经济社会的快速发展，越来越多的城镇在规划设计过程中，更加注重特色化、差异化发展，突出城市文化内涵，是现代特色小镇发展的重要方向。在城镇规划发展进程中，普遍存在着“千城一面”的现象，如何依托城市文化底蕴，凸显城市文化特色，是特色小镇规划建设者面临的重要问题。本文立足特色小镇规划建设实践，从城市文化视角切入，进行有针对性的分析，并寻求有效的建设方案。

Abstract： With the rapid development of economy and society， more and more cities and towns pay more attention to differentiated development in the planning and design process， and highlighting the connotation of urban culture， is an important direction of the development of modern characteristics town. In the process of urban planning and development， most cities look alike， and how to rely on urban cultural heritage， highlighting the characteristics of urban culture， is the important issue facing the characteristics small town planners and builders. In this article， based on the characteristics of small town planning and construction practice， from the perspective of urban culture， targeted analysis is carried out， and effective construction program is sought.

0 引言

城镇是开展生活与生产的基本单元与载体。在特色小镇整治与规划建设过程中，要考虑诸多因素，其中既有经济因素，同时也有文化因素。在现代社会发展潮流下，城市文化逐渐被经济大潮冲刷，正出现严重的流失现象，如果进行有效的文化传承，在城镇规划中有效考量文化要素，是现代城镇社会发展的重要课题，对于城镇建设具有至关重要的意义。

1 城市文化的概念及基本理论

作為一种特殊的文化，城市文化不是一个单一的现象，而是一个系统性的文化载体。城市文化包含多种要素，其中既包括物质性的，同时也包括非物质性，既包括城市建筑和城市标志，同时也包括民俗习惯、特色活动等。从目前我国城市发展实践来看，城市文化具有十分重要的意义。随着我国城市化进程的加快，特色小镇建设不断提档升级，积极发展城市文化，进行有效的文化传承与发展，对于提升特色小镇层次具有至关重要的作用[1]。……
