摘 要：以马来西亚布城、韩国世宗市、日本东京为例，从国外国家城市经济圈建设经验作为切入点，对雄安新区发展模式进行多角度深入分析，指出雄安新区在发展过程当中所面临的挑战包括：人口密度给经济发展带来的较大压力；基础设施配套不完善，互联互通难度大；环境方面以及房地产存在的问题。据此提出雄安新区应是在历史、社会以及经济的发展过程当中应运而生的一个综合经济体，其与北京通州城市副中心一起，共同构成北京新的两翼，另外一个重要的功能定位是对北京的非首都功能进行疏解，同时应探索出人口经济密集型城市和地区的优化开发新模式。

Abstract： The paper conducted multi-dimensional analysis of the establishment of Xiongan New District and studied experience of cosmopolitan area in other countries such as Putrajaya in Malaysia， Sejong in South Korea and Tokyo in Japan and pointed out that challenges facing the development of Xiongan New District include high pressure in economic development caused by population density， underdeveloped infrastructure， difficulty in interconnectivity， environment and real estate problems. In response to these issues， the establishment of Xiongan New District should be considered as a comprehensive economy in Chinas historic， economic and social development and should be considered as the new two wings of Beijing together with Tongzhou District——sub center of Beijing. Another important function of Xiongan New District is to disperse the non capital function of Beijing and find out new development mode of cities and districts with dense population.

一、引言

2017年4月1日，经中共中央及国务院研究决定，以河北省雄县、安新及容城为地理范围的雄安新区正式设立，这意味着一个世界级的都市圈在中国诞生。 在短短两个月的时间内，雄安新区成为市场及经济领域的热议話题。雄安新区的成立，引领了我国区域发展战略的新高度和新方向，对我国未来继续深化巩固改革开放成果以及实现经济发展的战略目标有着十分重要的意义。从经济角度来看，目前中国现有的经济圈都以其多年以来形成的某一支柱产业为主体，有着鲜明的地方经济发展特色，而雄安新区设立之后则着力于发展绿色智慧经济，这开创了我国经济发展的一个全新理念。……
