【摘 要】随着城市化进程的加快，建筑工程迎来了更大规模的扩展。建筑工程质量监督工作可以有效确保建筑工程工作的顺利进行，为建筑行业的有序发展奠定基础。本文以建筑工程政府质量监督为主要研究对象，对政府监管的实施背景、义务及内容进行阐述，指出政府监管存在问题同时提出相应的改进措施，为建筑工作政府监管工作的顺利实施奠定理论基础。

【Abstract】With the accelerated process of urbanization， construction projects usher in a larger scale expansion. The construction quality supervision work can effectively ensure the smooth progress of construction work， lay the foundation for the orderly development of the construction industry. This paper takes the quality supervision of construction government as the main research object， elaborates the background， the duty and the content of the government supervision， points out the existing problems of the government supervision and puts forward the corresponding improvement measures to lay the theoretical foundation for the smooth implementation of the government supervision work.

随着社会的进步，经济的发展，建筑工程数量随之增多，建筑行业得到了迅猛发展。建筑工程规模也随之扩大，这种扩大带来了较好的社会效益，同时也引起了较多的问题，严重影响建筑本身及用户的生命财产安全。针对这种情况，建筑工程行业应该借助政府的监督管理，优化建筑工程市场环境，尽可能确保建筑工程质量。

1. 建筑工程质量的政府监督管理

（1）政府监督管理的实施背景。

建筑工程的发展壮大离不开社会的进步、经济的发展，以市场经济为主导的社会管理机制给建筑工程质量的政府监督带来了较多改变。目前建筑工程涉及较多投资元素，使得投资来源呈现多样化发展，建筑工程实施也由原有的计划组织转变为发包、招标、承建等市场调控。在此背景下，建筑工程质量管理迫切需要政府的监督调控，从而构建出政府与市场相协调的质量监管模式。

（2）政府监督管理的义务。

建筑工程的质量、责任主体及质量监管是施工质量的重要组成部分，需要政府职能部门制定相应的规章制度，严格实施监督管理职能。……
