农村最低生活保障制度分析与对策研究
——以河北省为例

以河北省农村最低生活保障制度为研究对象，从河北省农村低保制度的运行现状入手，分析了目前河北省主要存在的覆盖面不全、标准较低、财政投入不足等问题，并提出了适当提高农村低保标准与扩大农村低保范围；增加财政投入基数，创新筹资渠道；积极落实精准扶贫政策，完善农村低保制度等措施，进一步完善社会救助体系，提高农村贫困人口生活水平等对策。

Abstract： According to the current operation situation of rural minimum living guarantee system in Hebei province, the author analyzes the existent main problems in rural minimum living guarantee system in this province at present, such as incomplete coverage, low standard and insufficient financial investment, and presents the following countermeasures: appropriately increasing the rural minimum living standard, and expanding the scope of rural minimum living guarantee; enhancing the base of financial investment, and innovating fundraising channels; actively implementing the policy of precise poverty alleviation, and improving the rural minimum living guarantee system and other measures; further improving the social assistance system, and raising the living standard of rural poor population.

1 我国农村最低生活保障制度的发展概况

最低生活保障是社会救助体系的一项重要内容，现代社会救助的本质界定为国家基于特定的政治、经济、文化和社会目标或价值，对社会予以整合而提供的公共物品[1]。农村最低生活保障是指地方政府为家庭人均收入低于当地最低生活保障标准的农村贫困群体，按照最低生活保障标准，提供维持其基本生活的物质帮助[2]。它是对原有农村救助的补充和扩展，对提高农村贫困人群的生活水平具有奠基作用[3]。

我国农村最低生活保障制度试点运行开始于1995年12月广西壮族自治区武鸣县发布和实施的《武鸣县农村最低生活保障线救济暂行办法》，这是新中国成立以来第一个地方区域性的农村最低生活保障性文件。……
