摘要从致灾因子危险性、孕灾环境敏感性、承灾体易损性、防灾减灾能力4个方面着手，按照暴雨洪涝灾害风险区划技术规范要求，采用加权综合与自然断点法等方法，开展了淳安暴雨洪涝灾害风险评估及区划，并绘制了暴雨洪涝灾害风险区划图。结果表明，汾口、中洲、大墅镇和鸠坑、浪川乡为极重度风险区，梓桐、临岐、威坪、枫树岭镇和安阳乡为重度风险区，其余为中度以下风险区。

AbstractFrom the four aspects of the risk of disastercausing factors， the sensitivity of the disaster environment， the vulnerability of the disasterbearing body， the ability of disaster prevention and mitigation， according to the technical requirements of the storm and flood disaster risk zoning， using weighted synthesis and natural breakpoint method，the risk assessment and zoning of storm and flood disaster in Chunan were carried out， and the risk zoning map of storm and flood disaster was drawn.The results showed that Fenkou， Zhongzhou， Dashu Town and Jiukeng， Langchuan Township were extremely heavy risk areas； Zitong， Linqi， Weiping， Fengshuling and Anyang Township were heavy risk areas， and the rest were mild to moderaterisk areas.

暴雨洪涝灾害是我国最严重的气象灾害[1]，每年大约有934万hm2的土地面积不同程度地受到暴雨洪涝災害的影响[2-3]。淳安县是浙江省的暴雨中心之一，据淳安县水利志记载，全县每年暴雨洪涝灾害造成的直接经济损失在亿元以上。其中，1996年的4次暴雨洪涝共造成38.5万人受灾，死亡13人，直接经济损失4.55亿元；2010年整个梅汛期暴雨共造成5人死亡2人重伤，直接经济损失4.41亿元。

暴雨洪涝灾害受到各级政府的密切关注，近几年，国内许多学者就暴雨洪涝灾害风险评估及区划工作进行了研究[4-8]，也有学者对暴雨洪涝灾害区划研究进展情况、技术方法和区划标准进行了分析[9-12]，但截至目前关于淳安县暴雨洪涝灾害风险区划的研究鲜见报道。笔者结合淳安县的自然、社会、经济状况，从致灾因子危险性、孕灾环境敏感性、承灾体易损性、防灾减灾能力分析入手，开展淳安县暴雨洪涝灾害风险评估和区划，为县级气象灾害防御规划、灾害风险评估、灾害防御对策研究提供科学依据，也为开展暴雨监测、预报、预警气象服务提供参考。……
